Response From Historic England To The EIA Screening Request
Historic England have said that a full Enviromental Impact Assessment should be done.
....'' . This proposal would involve structures which could impact upon elements which contribute to the significance and enjoyment of landscapes of historic or cultural importance for many years. We consider that the local authority should ask the applicant to carry out a full EIA in relation to the historic environment.''

NYCC Ecologist
NYC's Ecologist states ' The planning application should be supported by an Ecological Assessment based on fully completed survey work. Preliminary Ecological Appraisal format is unlikely to be sufficient for an application of this size. We welcome the commitment to undertake breeding and wintering bird surveys. All protected species surveys need to be completed prior to determination.'
CPRE
CPRE have determined that insufficient information has been submitted by the Applicant and therefore a full EIA should be required

Yorkshire Wildlife Trust
YWT have suggested that an Ecological Impact Assessment ( EcIA ) should be completed before the planning application has been submitted
......'' The EcIA Screening report concludes that the preparation of an EcIA is not necessary as it has classified this project as being a Schedule 2 development, therefore producing an EcIA is discretionary. We must state that due to the size and nature of the proposed Solar Farm, the Applicant should opt to produce one in this case. We are aligned with Natural England and NYCC Ecology on this front, as they have both commented as such.''
Local Access Forum
The Local Access Forum has concluded that .... '' The Highway Act 1980 sec 130 requires the protection of the public’s rights to enjoyment of public rights of way from the highway authority. We realise that the application is to determine the need for a screening assessment at this stage but would suggest that as the site would not be able to meet the constraints of existing highway law, the application does not proceed further ''
British Horse Society
The BHS has pointed out the existence of a historic bridleway running across the site which is the subject of a Modification Order. They therefore object to the proposals
North Yorkshire Archaeology
Trial pits are to be carried out as part of the planning application and not as a condition of the consent should they be deemed necessary as a result of the geophysical survey carried out in 2024
....'' The screening report states that the site will be subject to an archaeological desk-based assessment and geophysical survey. I support this assessment methodology. The results of the geophysical survey should seek to identify if any further assessment (i.e. trial trenching) or mitigation (e.g. exclusion or 'no-dig' areas) is required. Any requirements for trial trenching should be carried out to support the planning application rather than as a condition of consent.''
